Evaluating tenders – Supply Management Article

I have an article in Supply Management magazine this week.  It is a bit technical - all about how to evaluate bids and in particular how to 'score' price and non-price factors in procurement exercises.  I emphasise that the weighting of price for example is in itself almost meaningless if you don't understand how the scoring methodology affects the end result. But this is an important issue - particularly as it appears that suppliers to the public sector are getting much more enthusiastic about challenging procurement decisions.  Robust evaluation processes are key to avoiding these problems.   And I have seen some pretty strange decisions over the years that I suspect are driven by either over or under emphasising the importance of price.
