Contingent Labour Review: Tomorrow’s Market and How To Manage It

We’re excited to announce the publication of the second half of the Spend Matters/Comensura research paper -- Contingent Labour Review: Key Procurement Priorities. Part Two -- Tomorrow’s Market and How To Manage It, is now available to download free here.

The paper combines input from contingent labour supply specialists, Comensura and Spend Matters analysis. This was informed by a series of interviews with senior procurement officers who are major users of temporary workers, to mine their knowledge and opinion of spend within this important category.

Part one looked at the market structure, maturity levels within it and made recommendations for senior procurement executives. Part two takes the findings from the interviews, discusses how they tie into the future for the contingent labour market, and makes recommendations for procurement professionals so that they can get the most out of the considerable expenditure many of them are making (and will probably continue to make) in this area.

The introduction explains what the paper aims to achieve: “In this document, we look at the current status and future for contingent labour and make some recommendations for procurement professionals involved in the area. Whilst organisations individually may well be looking to reduce spend on contingent labour, there are trends moving in the other direction that mean in aggregate, the category is likely to grow.

It is also likely that many organisations will see more key roles and tasks undertaken by contingent workers. Managing the category well, with the right strategy, having procurement staff with appropriate skills in place and making good use of technology will all be necessary to get the most out of the considerable expenditure …”

It sets out a path which starts with the current market situation: the rise in demand for blue-collar workers against the decline in supply. It travels through technology to manage workforce performance, reporting and regulatory requirements. It asks how procurement teams and category managers can manage their contingent labour spend better and create value for their organisations. It looks at how the contingent labour spend category is likely to develop, and what procurement leaders should be considering. It then ends its journey giving four important recommendations to help category managers and their organisations better manage their contingent labour spend.

This paper, read in unison with its part one counterpart, forms helpful advice for procurement based on the real, current concerns of those working in and managing the temporary labour market. This is an important topic to cover as organisations see more key roles and tasks undertaken by contingent workers. It tells how managing the category well, with the right strategy, appropriately skilled procurement staff and making good use of technology will all be necessary to get the most out of this significant spend category.
