Why Did UK Government Key Strategic Supplier Carillion Fail?

We are using the events around the Carillion failure as a trigger to look at some of the more strategic issues around government markets and commercial issues. As one the UK’s largest construction firms, and a key strategic supplier to the UK public sector in new-build, construction and facilities and maintenance, its downfall provides many immediate issues for public sector buyers, customers, staff, sub-contractors and suppliers to the firm, pensioners and regulators. As well as the immediate effects, it is likely to trigger a longer-term debate about the whole argument for or against government outsourcing, how the public sector creates, shapes and manages markets, and more day-to-day procurement issues.

Commercial & Contract Management - Think About the Contract End Upfront

From the earliest stages of running the procurement, designing the contract and then negotiating agreement with the supplier, the buying organisation should be mindful that at some point, the contract will be completed or transition to a different supplier will take place. So from the beginning of the contract, as the UK National Audit Office says, government needs to be thinking about its end. This comes from the series of 'insights' offered by the NAO in its document "Commercial and contract management: insights and emerging best practice," which is good practice advice for all in procurement, across the globe.
