Here is our Friday run down of  what we have published for you on our site dedicated to exciting and fascinating matters connected with European public sector procurement - Public Spend Matters Europe.  And before you even think about switching off ... around Europe, we are talking about well over a trillion Euros of money from taxpayers and citizens being spent by government and public sector bodies of some sort. Negotiation for the Public Sector - Separate the People from the Problem

We recently started a series on the need for negotiation skills in public sector organisations. We explained why negotiation is often critically important during the delivery or contract management phase of contracts, where it may not be the procurement professionals who lead - or are even involved at all - in those supplier negotiations. We look at the five basic principles of 'Getting to Yes' and how they apply to public sector situations: today we start with 'separating the people from the problem.'

What Makes Public Service Markets Work Well? A View from the Institute for Government (part 2)

A report by the UK’s Institute for Government titled “Making Public Service Markets Work” looks at the conditions and factors that help to create successful, vibrant public sector markets. The first of the two key factors for IfG is “choice”, the second is “competition”. That seems fairly obvious, but the IfG analysis goes beyond the obvious thoughts we might have about the need for multiple suppliers competing strongly for the work. There are three key elements that go to defining healthy competition, and we discuss them here.

Sustainable Public Procurement -- On the Road to 2020

During the past two weeks Paris has seen negotiations between 200 countries to arrive at the first global deal that will commit them to cutting greenhouse gas emissions (COP21). The agreement will come into force in 2020, and some elements will be legally binding. In terms of public procurement, sustainability will no doubt lie at the core. There's a wealth of information to help raise awareness and for public bodies to be prepared -- some of them are given here.

Negotiation for the Public Sector: Positions, Interests and Developing Options

Another in our series commenting on the need for negotiation skills among many people and areas in public sector organisations. Today we look at Focus on interests, not positions – a position is “I must have a 5% saving”. An interest is “we need to achieve more outcomes for the money available - that would help this important public policy to succeed.” Starting with a position tends to make the other party in the negotiation take their own position, which is likely to be quite different to our own.
